An Overview of Mental Health Professionals : A Data Analysis

Abstract
Objectives : Workforce drainage, shortage in output, mismatched manpower by regions in the mental health professionals, which was enacted with Mental Health Act in 1995, has reported. The outcome of continuing education for mental health professionals, which is conducted by law since 2018, was analyzed for mental health policies.

Methods : Individual data of 15,703, data related training and continuing education in the mental health professionals system, which is electronic management system founded in 2018, were analyzed and related reading materials were reviewed.

Results : 50.9% (n=7,973) of mental health professionals were registered in system and leave of absence from works peaks in their 30s. 14,000 were participated in the continuing education in 2018 and public sectors showed 45% compared to private sectors by committed institutions in their participants. The education satisfaction was low in common course than particular course (p<0.001). The proportion of non-certified workforces in mental health service has been rising up to
71%. Some of them are in the blind spot of education.

Conclusion : Regional mental health supply plans are need in Incheon, Gyeonggi Province, where shows the shortage of workforce. Because the idle manpower in mental health professionals reaches up to 50%, the retention and reinstatement programs are also needed. The continuing education was improved in their volume and variety through competition between private and public sectors. To overcome the blind spot of education for non-certified workforces, comprehensive education framework among the educational institutions is needed.
